
Newburgh Wastewater Report Reveals Big Impact Numbers
The Town of Newburgh may be small, but its wastewater system is doing some seriously big work.
According to a newly released 2025 CMOM Report, the Newburgh Wastewater Utility treated nearly 1.4 billion gallons of wastewater last year while keeping system overflows incredibly low.
Newburgh Utility Serves Far Beyond Town Limits
Even though Newburgh has fewer than 3,500 residents, its wastewater system supports about 40,000 people across a 20,000-acre service area.

Town Administrative Manager Chris Cooke called the setup unique.
“Newburgh’s a unicorn,” Cooke said, noting the town operates infrastructure far larger than its population would suggest.
Near-Zero Overflow Shows Strong System Performance
Out of the nearly 1.395 billion gallons treated in 2025, just 4,275 gallons overflowed.
That’s roughly 0.0003%, a number that reflects strong system management and maintenance.
Miles Of Preventive Work Help Avoid Bigger Problems
Crews stayed ahead of issues throughout the year with:
- More than 60 miles of sewer line cleaning
- Nearly 27 miles of pipeline inspections
- 37 miles of acoustic testing to detect potential blockages
- Over 168 preventive maintenance checks at lift stations
Additional work included 16 miles of smoke testing, which identified 33 areas needing repair.
Millions Saved Through Proactive Improvements
Those efforts didn’t just improve performance. They also saved money.
The report estimates a 30% reduction in wet-weather flow and about $3 million in avoided capital costs thanks to proactive upgrades and maintenance.
The utility also completed four construction projects totaling $4.7 million and continues work on a new flow equalization basin to better handle heavy rain events.
Team Effort Behind The Numbers
Town leaders emphasized that the report reflects more than just data.
“This report is a reflection of the hard work that happens behind the scenes every day,” said Town Engineer Drew Flamion.
Officials say the goal is simple. Stay ahead of problems, extend the life of infrastructure, and reduce the risk of violations.
