Local, lovely and very talented...it's Miss Teenager of America 2013-Rachel-Victoria Baxter!   Rachel has been a pageant girl for a few years now, and has won competition after competition until she climbed to the the position she currently holds.  Up next for our Babe of the Day...She's leaving July 21 for Panama City, Panama to represent the USA @ the Miss Teenager Universe pageant. The pageant will be July 22-28.  Best of Luck Victoria!
