World’s Ultimate Beauties International Queen- Rachel-Victoria Baxter

I have to give credit where credit is due, it's only fair.  Lots of credit goes to the lovely and local Rachel-Victoria Baxter.  This chick has won some very prestigious contests in the past few years.  She deserves some hometown support and recognition for that for sure.  Here's a bit more about Rachel in her own words.

"Hey everyone, I'm Rachel. I am 19 years old, was born and raised in Evansville, IN.,  but will be moving in a few weeks to Patronville, IN. in Spencer County. I am a 2013 graduate of North High School and am currently attending Rogers Academy of Hair Design, studying Cosmetology. I currently have 2 pageant titles, a national title and a new International title, which I was recently crowned. I am Miss Teenager of America 2013, but will crown MTOA 2014 in just a few days.
