At the outset of the COVID-19 pandemic, game planning began, first, on how to control the spread of the virus. As we headed toward the end of the first two months, state governments began to have their eyes on the most effective ways to safely reopen.

The White House issued non-binding criteria for each state to satisfy as it prepared to open businesses back up.

And while many states are planning to reopen very soon--and, in some cases, already have--only Kentucky and North Dakota have met the criteria for reopening, according to a Forbes report.

Some types of businesses in the Peace Garden State have been open for a couple of weeks now, while Kentucky is reopening gradually over the next few weeks.
