Observing Pedestrians In Illinois

I drive to work early in the morning when it's still dark out. I'm surprised to see so many pedestrians. Many of them are on the street instead of the sidewalk, which doesn't feel safe to me. I'm guessing they don't know the Illinois rules of the road for pedestrians. I was curious so I looked it up.
