A hero is defined by their villains, and the world of comic books is filled with some of the scariest and silliest bad guys around. Rogues’ Gallery aims to settle the score and determine who is the true arch-nemesis for some of our favorite heroes, and we need your help to do it!

When you cross The Punisher, the odds are good that you aren't going to stick around too long to be considered an arch-nemesis, but there are some resourceful and down-right lucky bad guys who have managed to get away by the skin of their teeth and live to talk about it. With a surprisingly strong roster of bad guys to choose from, who is The Punisher's number one nemesis?

Tradition states that The Punisher's arch-enemy is Jigsaw, and he's definitely a top pick for this poll, but he also hasn't been much of a major player in a long time. More recent runs by the likes of Rick Remender have tried to boost his profile, but he's been out of the game so long that it's going to take an all-time classic story to get him back to prominence, and that might affect his chance in the poll.

Kingpin is another good shout, but Wilson Fisk gets split between the likes of Spider-Man and Daredevil, so there's not the exclusivity you want from an arch-nemesis. There are the likes of Barracuda and Finn Cooley from Punisher MAX, but if they're only found in the mature readers version of the character, can they be counted as the ultimate enemy?

Let us know who you think gets the top spot for the best Punisher villain below, and we’ll be back in a few weeks with a countdown of his top ten best and baddest villains. You can vote for up three selections in the poll!
